As comissões permanentes têm como objetivo estudar projetos submetidos ao seu exame e manifestar sobre eles a sua opinião, tanto quanto o aspecto técnico, como o mérito. Ao todo, são seis comissões permanentes compostas de um presidente, um vice-presidente e um relator.
